State Action Against Torture
We encourage activists to build a campaign at the state level for a state resolution or other legislative action against torture.  Working in coalition with other organizations, community leaders and legislators, activists should push for adoption of a state legislative resolution condemning torture and calling for federal action.  A resolution does not have the force of law; it expresses the will of the legislative body on an issue.  Because it does not require (and only asks for) action, it is often easier to pass than a state law.
